REVIEW

Odessa Region is a part of marine facade of Ukraine. It is situated on crossing of major international water-ways. The history of this land closely combines the names and faiths of representatives of different people and religions which since ancient time built cohabitation on beneficial Odessa land on the basis of tolerance, friendship and consent. Today Odessa Region is deservedly proud of its rich national composition of population – the representatives of 133 nationalities live in the region.

1362 km of state frontier of Ukraine pass the region's territory. The direct neighbours of Odessa Region are Moldova and Romania, and the Black Sea connects our region with Bulgaria, Turkey, Georgia and Russia. Because of that two nearby countries – Romania and Bulgaria have already entered European Union, the region grows into the original outpost of Ukraine in South-Eastern and Central Europe.

Experience of previous years and even centuries proves that Odessa region can be good partner and player of border and inter-regional cooperation. For the years of independence the region plays important role on the geopolitical map of the world: from 1992 Odessa Region is actual member of the Assembly of European Regions, from 1994 – the European Organization «Working Community of Danube Countries», from 1998 – the European Region «Lower Danube», and from 2001 – the Association of European Border Regions.

The Program of Neighbourhood «Romania– Ukraine» that from 2007 has been transformed into the Program «Romania–Ukraine–Moldova» gets important value. The creation of the European Region «Dniester» is foreseen also. All these international structures open wide prospects for subsequent development of economic potential of the region and setting of new business and cultural contacts all over the world. Taking it into account the transport potential of Odessa Region that can really become the new «Golden gate» of Ukraine gets considerable weight. The international transport bordering Odessa Region connects north and south, east and west. Five international transport corridors pass through the region's territory: 7th and 9th Crete corridors, transport corridor TRACECA (Europe– Caucuses–Asia), corridors Baltic Sea – Black Sea and Black Sea Transport Ring – transport corridor round the Black Sea of the Black Sea Economic Cooperation Organisation.

Existent regional potential – motor-car, railway and air connection, infrastructure of sea and river ports is only beginning of large work, in particular, it includes improvement of quality of roads and modernization of railways, modernization of ports and stations, creation of logistic infrastructure which will meet the most demanded world standards, embodiment of new transport projects.

Important feature is building of bridge over the Dniester Estuary; due to it the road toward Danube direction will be decreased by 40 km and motor transport will be put out of resort districts and outside the cities of Ovidiopol and Bilgorod-Dnistrovsky, and also the problem of reliable functioning of highway Odessa–Reni (to Bucharest) passing by territory of Moldova in the area of Palanka village will be solved.

Among urgent tasks there is reconstruction of state motorway round about Odessa that enters transport corridor of the Black Sea Economic Cooperation and brings motor transport network of Ukraine to transport corridor TRACECA. Among nearest plans there are also reconstruction of deep-water way in direction Danube – Black Sea; reconstruction of connecting channel of the Ust-Dunaisk Sea Commercial Port and providing of permanent navigation; creation of freight-passenger HUB on the base of Odessa and Izmail airports and Odessa, Illichivsk, Yuzhny and Izmail sea commercial ports. Realization of these measures is conducted within the strategy of economic and social development of Odessa Region till 2015 developed by joint efforts of research workers, specialists of structural subdivisions of the regional state administration and deputies of different councils.

The contribution of regional national economy complex to national treasury is significant. The special place in one national economy complex of Ukraine belongs to industrial potential of Odessa Region, above all things to machine-building comprising almost 100 industrial enterprises, including seven of strategic value. OJSC «Odessa Port Plant», OJSC «Stalkanat», CJSC «Rezon», OJSC «Mikron», OJSC «Zont», OJSC «Plant of Radial-Boring Machines», OJSC «Presmash», OJSC «Plant of Forge-and-Press Machines», OJSC «Odeskabel», SSP «Illichivsk Plant of Motor-Car Aggregates» and JV «Tatra-Yug» is not full list of companies which have already confidently won not only internal but also external markets today. The achievements of enterprises of regional chemical industry producing fertilizers, paintwork and plastic wares are also important. The activity of regional industrial enterprises is an example of business activity and professional management in complex market conditions.

Now the industrial production of Odessa Region is foremost general introduction of energy-efficiency and newest technologies that taking into account an entry to WTO and European integration processes is basis of stable functioning in the conditions of global economy.

Odessa Region is rich natural land. Invaluable regional treasure is foremost fertile agricultural lands, vineyards and gardens. The regional land resources are represented mainly by black earth soils with high natural fertility. In combination with warm steppe climate they form high regional agroindustrial potential. The region has over 2,5 mln. ha of agricultural lands, including over 2 mln. ha of plough-land, over 80 000 ha of vineyards and gardens. By the way, the viticulture can become not only stable economic basis but also promote tourism development. In particular, there is already conception of common international project of tourist development in the Danube delta – tour «Wine Map of the European Region «Lower Danube». The processing industry and its approaching to the producer that products grown by hard peasant labour become competitive is to be priority direction of agriculture development.

Warm sea, cure mud, mineral water and sea beaches create high recreational potential of Odessa Region. There are valuable unique natural complexes, wetlands, ecological systems making high biosphere potential of the region of national and international value in lowland of the large rivers (Danube and Dniester) and estuaries, on sea coasts and shelf sea.

The regional resort-recreational potential is more than 150 km of «golden» sea beaches, cure mud and salt brine of Kuyalnyk, Tiligul and Shabolatsky estuaries, numerous objects of tourist-recreational and sanatorium-resort complex, rest and making healthy. Over 1 000 medical establishments supported mainly by local budgets, function in the region.

Odessa Region actively constructs schools, hospitals and other social-cultural objects; habitation is intensively built also. The leaders of house-building are Odessa, Illichivsk, Ovidiopol, Kominternivsky and Bilyayivka districts.

Odessa Region is deservedly proud of its historical-cultural properties. There are over 5 000 sights in the region. Over 100 objects of cultural inheritance have status of sights of national value. Foremost it is architectural pearl of Ukraine – the Odessa State Academy Opera and Ballet Theatre which restoration has been recently completed. The list of UNESCO world inheritance includes, in particular, Struve Geodetic Arc in Stara Nekrasivka village, Izmail District.

Odessa land cherished many genius figures for Ukraine and whole world. In different times such giants of science and culture lived and created there as I. Mechnikov and V. Filatov, O. Dovzhenko and L. Kurbas, K. Dankevich and D. Oistrakh, M. Komarov and I. Lypa, I. Inzov and V. Zhabotynsky and many others.

Due to high scientific potential, powerful industrial-production base and professional subsequent management the region can substantially increase output of competitive products and consequently to improve human welfare. In fact no economic indicators and numbers matter if every citizen will not feel improvement of living conditions in which his children grow.
